I'n not thinking of a crime ridden area, but rather an area that is allowing criminal transients/homeless being allowed to get away with camping in the city, setting fires in vacant home and lots, and using store fronts as bathrooms.

Oroville is Butte County seat. Oroville and Redding are good places to sign up for welfare and healthcare. Small differences can make criminals chose Oroville instead of Reddding.

If the police are more likely to bother criminals in Oroville, they chose here. Criminals are highly mobile, have probably lived a while in Chico and Oroville. One reason they are moving here is more Hispanic gang activity in Butte county.

So listening to this, am I to understand, there are homeless people, people believe homeless commit crime, not all homeless commit crime, therefore crime is not as bad as people percieve?

Ironically, hispanic gangs in the bay area were supposed to make taxpayers move here. As Oakland, Berkeley, Richmond, Sac get tougher, taxpayers can buy alarms, etc. Petty criminals are preyed on by other criminals, especially the gangs.

There a many homeless folks who do not commit crimes. The ones who are doing the illegal things, camping in the City limits, in vacant homes, and lots. Setting fires, stealing bikes by the dozen, stealing from grocery stores and other retail are the ones most of us are concerned about

I would say most people's perception of crime is that our jails are overflowing, our courts are back up with criminals, we are filled with drug addicts to the point we need a new jail specifically to house them....

Saw an homeless guy, very, very dirty trying to take his bike into E. Cypress on Safeway, Security had him handles. I also hate seeing the dirty homeless being allowed to enter the stores and handle all the food, then put it back down . That is not right!

Redding is experiencing a bizarre version of white flight. The whites moving here are petty criminals and homeless fleeing from the black and hispanic gangs to the south.

They do not allow dogs into the store because they say they are dirty and have germs, just where do they think the hands of those dirty homeless folks have been!
