I would like to know if anything could have been done to make certain Orsby could have been kept in jail or at least been given mental health treatment. His release seems ill advised considering his past behavior. He is a danger to others and I cannot see that anything is being done.

Yes. It is not up to Law Enforcement to determine if any law should or should not be enforced. The Legislative Branch Makes Laws...The Judicial Branch intreprets the Law. The Process is that simple.
