Humans have a built in "escape" mechanism. If he was able, he would have stepped out of the car and gone looking for mom. I know my kids would have done that.

A sobering and referral center would be cheaper than jail incarceration for the percentage that would be reachable to divert them back to the mainstream is the thinking.

The homeless need bathrooms. Something that simple that may prevent folks from using doorways of businesses. They need a place to stay. Fine to have a day care center but where do they go at night? They still need a place to sleep.

"So easy to be homeless today"? It doesn't look like an easy or safe way to live to me. And not all of them want to be in that lifestyle. But as a taxpayer, I would prefer for them to NOT cost our area 34 million bucks if its cheaper to house them.
