The sobering center is a great idea. It will save every city and county a lot of money, compared with booking them into jail. The legislature should appropriate funds for every county based on population. We should not have a tax increase, with all the drama, in every county.

RPD and RFD should be restructured, making them more like the private sector. Radiology and lab at Mercy hospital has a much better workforce structure. Top heavy workforce guarantees overpaid and overpensioned police and fire. We have these because the unions won them elsewhere in the state.

A few less police sergeants and lieutenants and fire captains would pay for a much more effective police force. A business school management rule is "flatten the pyramid". It empowers the workforce to do more without as much supervision. It is good for morale.

Cops need to be able to advance up the chain of command. Especially those who go for their Masters. If they have no place to advance, we will not retain well trained officers

Being a cop does not require that many supervisors. The only reason we have that dysfunctional workforce is the unions won that in the big cities.

A cop is a high school graduate and police school job. They get paid extra for mail order degrees which do nothing to improve their performance. In the private sector, I did not give employees a raise for a mail order diploma.

That is why RPD has to stay competitive, so we can retain the officers...it costs a lot of money to train them and they want to advance at some point in their careers

When I was at RPD many of the officers had Bachelors and several went to Command College for Masters. Even the laterals or those which came from Butte College eventually want to advance
