The cause of cyanobacteria is fertilization of the lake. When the lake was down for the last five years, there was a heavy growth of lupine. Lupine is a legume which has nodules on the roots which fix nitrogen

The roots, stimulated by nitrogen went down into the soil and pulled potassium and phosphate to the surface, so there were all the parts of a balanced fertilizer on the surface. When the lake filled last winter, that fertilizer leached out of the soil and into the lake.
