If D passes and Redding tries to transfer funds to the county for jail expansion, Walt McNeil would probably sue. Transfer would be tied up in litigation for at least as long as the PILOT litigation.

If not McNeil, some other litigator would see the road to riches. The only way to get what we need is a County inititiative or referendum in 2017.

The county initiative would not have funds for RPD. We don't need more police, we need fewer criminals. Criminals have flooded into Shasta county because they get right out of jail.

I would like to see two County initiatives or referenda on the ballot in 2017. One would be half percent for jail expansion. That would need 67% of the vote, but I think it could pass. The other would be for public safety, and the board of supervisors would have discretion, but it would only ne

The only way to move the criminals out of Shasta and to Butte or Humboldt is jail expansion. A few more offficers, guardian angels, etc will keep them in the community, just moving from neighborhood to neighborhood.

and under current law, it is not lawful to camp on public property. It happens because there is no way to hold the lawbreaker accountable. That would be many times worse in a "sanctioned" encampment where people who don't play nice with society are concentrated.
