Debate: I was a national collegiate silver medalist in Lincoln Douglas Debate...and Trump was the epitome of what a non debater looks like.. very little focus...expansion and time spent on depth of issue that doesn't require it...missed opportunities

onion_grower: I suspect city of Redding got a legal opinion that shifting funds to the county for a jail was legal. Just like they got a legal opinion that Payment in Lieu of Taxes (PILOT) was legal.

onion_grower: Measure D

onion_grower: Measure D is 11 million per year for ten years. With that much money at stake. someone could sue to block the transfer. I expect the PILOT will eventually win in court after at least 5 years. McNeil will probably get an out of court settlement which pays his fees in return for dropping the PILOT

onion_grower: There are plenty of legal precedents for PILOT in other cities and counties, but it still spent years in court. The same will happen with measure D.

onion_grower: County jail and county sobering center should be funded by a county wide sales tax enacted by a referendum in 2017. There is an election just about every year in Shasta County.

onion_grower: Everyone in the county benefits by the jail expansion. Everyone in the county should pay for that benefit.

Debate: the pilot was wrong...we all know it was wrong and was just a way to syphon money from REU....other municipalities have done it...and that is the only reason it hasn't been decided already because it will affect many others
