Redding has a larger population than the rest of the county. It collects more sales tax than anyone else and is the hub of shopping for the whole north state. D and E could make a big difference in public safety.

Mr. Morgan should check his insurance policy. He may be able to build someplace other than Shasta County with a better business climate. N. CA is a bad place to retire because of the physician shortage. Also, as Sharon Clarke pointed out on her show, in home care will cost too much in CA.
