measure D will INCREASE our tax payer debt obligation....it will take up more of the general budget as measure D by itself will not pay for all the things that have been promised...it will take more of our general budget

In a Representative Form Of Government. Council Members are elected by the People to carry out their wishes. If they fail in that task then they are voted out and replaced with someone else. So it's not a "Pure Democracy" which is another word for chaos because there is rarely a community consens
