BunBun: Re City of Redding rate issue - Proposition 218 sets the process for rate increases. Taxing entity must receive 50% plus 1 more opposed to rate hike in order to be prohibited from raising rates.

Mike: I wonder how many "yes" votes they received?

BunBun: A city may not change that process by stating the rate payers must vote majority to approve. Specifically ratepayers must oppose by 50% plus 1.

BunBun: Issue in Redding is that many MANY residents received 2 notices, many probably tossed the second one because they had to put a stamp on it as well. Many thought they received a second one by mistake. By sending out numerous notices, that skewed the numbers drastically in favor of rate hike.
